建議零售價澳門所產生的商業廚餘主要來自於餐廳、酒樓、大中小型食肆、酒店、超市等相關機構，如未經作分類收集和處理，將連同一般廢棄物運往澳門垃圾焚化中心作焚化處理。2016年澳門每日城市固體廢物量約1,377公噸，當中約四成是廚餘。由於廚餘含水率高，會影響焚化爐的焚燒溫度，增加了該設施的壓力。
為配合“源頭減廢、資源回收”的政策，環境保護局開展食肆廚餘回收先導計劃，回收不具備條件自設廚餘處理設備之食肆產生的部分廚餘，共同推動實踐廚餘回收。同時亦透過向參與機構的相關人員進行培訓，教導前線人員廚餘的正確分類和處理方式，從而有助減少廚餘的產生。
是次計劃所收集之廚餘均會運往澳門垃圾焚化中心的廚餘處理機作統一處理，處理後產生的土壤改良劑會用作市政綠化和各環保基建設施的植物施肥之用。
